Team Rethinking Urbanism (TRU) put forwards the concept for integrated rural and urban development in India and proposed a National Master Plan for human habitation for India that argues in favor of the development of greenfield city, instead of expanding slums and peri-urban areas in existing cities.

Pradeep K. Saxena is an accomplished practicing architect at Bhopal. In the last 45 years, he has designed and executed a variety of structures, several offices, commercial, industrial, educational, hotel, and group housing projects apart from 1200 residential buildings for various government, semi-government, private organizations, and individuals in Madhya Pradesh, Punjab, Chhattisgarh, Himachal Pradesh, Andhra Pradesh, Jharkhand, Uttarakhand and various cities in Uttar Pradesh, Haryana, Maharashtra, and West Bengal, Jammu& Kashmir. He has also planned a green field city named 'Jamin' in Arunachal Pradesh, India.

He is a voracious reader and has a deep knowledge of Indian History, Geography and Sociology. His appreciation for the rich Indian inheritance and traditional wisdom, extensively used by our ancestors, has promoted him to conceptualize and design India-specific National Master Plan integrating Rural and Urban Human Habitation and Socio-Economic plan for North East India. 

He was a member of a high-level Working Group formed to examine issues related to urban planning constituted by the Ministry of Housing and Urban Affairs, Government of India (GoI). The concept (known as the TRU concept) has been analyzed by top country planners in this Working Group formed by MoHUA. His work has been incorporated in the National Urban Policy Framework 2020. In a joint meeting of secretaries Urban & Rural development and TRU chaired by Vice-Chairman NITI Aayog,(GoI), the decision was taken to promote the concept. He has authored the book "Rethinking Urbanism - A step towards Golden Era". He holds Bachelor of Architecture (1975) from M.A.C.T. Bhopal (now MANIT).

Important Milestones

Formation of Working Group to examine issues related to Urban planning

On 3rd November 2017 Ministry of Housing and Urban Affairs (MoHUA), Government of India, constituted a Working Group under the chairmanship of Additional Secretary (AMRUT) to examine issues related to Urban Planning consequent to the presentation on  “Rethinking Urbanism – A Step Towards Golden Era” by Shri Pradeep K Saxena of Team Rethinking Urbanism on August 29, 2017. Members were drawn from the School of  Planning and Architecture, Delhi,  National  Institute of Urban Affairs, Delhi Development Authority, and Central Public Works Department. The concept was highly appreciated. 

Pilot Project

On 26th December 2017, Team Rethinking Urbanism presented the new model of urbanization in the Working Group Meeting. Director, NIUA expressed appreciation of the concept and suggested that as a new concept of urban planning, one cluster may be taken up as a pilot project. The pilot project consists of one cluster having 4-6 cities including new as well as existing cities and one airport city.

Report of Working Group on Urban Planning

Town and Country Planning Organisation (TCPO) prepared a final report of the Working Group incorporating the TRU philosophy and submitted it to the Ministry of Housing and Urban Affairs, GoI.

Recommendations in National Urban Policy Framework 2020

As per the instruction of the Ministry of Housing and Urban Affairs the major outcomes of the Report (TRU's suggestions) prepared by TCPO have been incorporated into the National Urban Policy Framework which was uploaded online In October 2020.
